Run a Feature Prioritization Exercise

I have the following list of potential product features to prioritize:

Help me prioritize them using the RICE scoring framework. For each feature, estimate: Reach (how many users affected per quarter, 1-100 scale), Impact (effect on key metric: 3=massive, 2=high, 1=medium, 0.5=low, 0.25=minimal), Confidence (how sure we are: 100%/80%/50%), and Effort (person-months). Calculate the RICE score for each. Then rank them from highest to lowest score and highlight the top 3 to build first, with a one-sentence rationale for each.
